Breathing apparatuses have been needed by humans to explore the outside surface. Plans were devised to import organisms from other worlds that would convert the carbon dioxide atmosphere and increase the amount of free oxygen.
Though any decrease in carbon dioxide would also lower the greenhouse effect, thus causing the planet that orbits on the outside edge of the habitable, to become to cold for liquid water, without adding other greenhouse gasses. Because of this, it's often been deemed too complicated and costly to terraform this world.
