The planet's entire population reside on the south pole, directly over an underground lake. Water is extracted from the ground into pumping stations and distributed throughout the polar region. Solar radiation at the southern polar region isn't as intense as it is in other parts of the planet.
This creates a small, habitable environment around the pole, where humans can survive. The rest of the planet is a sun-scorched desert.
